The open period for active employees and retirees is November 1 – November 30, 2025

Open Enrollment is the one time during the year when you can change your benefit elections, add or remove dependents for health, dental and flexible spending account plans without a “Qualifying Life Event.

Notable Changes Effective Jan 1, 2026, the current GHI CBP/Anthem BlueCross BlueShield plan will be replaced by the new NYCE PPO plan, administered jointly by EmblemHealth and UnitedHealthcare.  Most plan features and costs will remain the same, but the provider network will expand, giving employees and their dependents access to a broader range of in-network healthcare providers.

If you are currently enrolled in GHI CBP/Anthem, you do not need to take any action to continue your coverage. Your enrollment will automatically transfer to the NYCE PPO plan with no gap in coverage unless you choose a different plan during the Annual Fall Transfer Period.
