Oscar holds a Master of Science in Business with a concentration in Human Resource Management and a Bachelor of Arts in Economics from Herbert H. Lehman College/CUNY. As a member of the Enrollment Management Leadership Team, he plays a key role in supporting the Enrollment Management Division through the Office of Academic Testing, Scholarships & Awards. His approach emphasizes scholarship planning as a cornerstone of fundraising, recruitment, student engagement, staff development, and strategic planning, all aimed at achieving institutional goals.

As Associate Director at Lehman College, Oscar oversees scholarship programs and works closely with donor relations to maximize financial support for students, ensuring equitable access to educational opportunities.
