Five-Day Deadline for Proposal Submission - Effective January 1, 2012

Electronic proposal submission can be a complex endeavor. It is the responsibility of the Office of Research and Sponsored Programs to ensure that all proposals conform to College, Research Foundation, CUNY, and sponsor guidelines and policies. Over the past year, there have been several instances of late and incomplete proposals that have prompted serious concerns from Department Chairs, School Deans, and inquiries from senior administrators in the College. In response to these concerns and inquiries and in order to ensure that proposals on behalf of Lehman College are submitted in a timely way and with proper departmental, School, and College review, the Office of Research and Sponsored Programs is proposing a five business day internal deadline for the receipt of the complete and final proposal approved by Department and Dean through Cayuse. Proposals that are not received by the Office of Research and Sponsored Programs in Cayuse five business days before the deadline may not be submitted to the sponsor. This proposed policy would apply to all external and Professional Staff Congress (PSC-CUNY) sponsors and funding.

CUNY Conflict of Interest Policy

It is the policy of the University that all of its activities shall be conducted in accordance with the highest standards of integrity and ethics and in a manner that will not reflect or appear to reflect adversely on the University's credibility, objectivity, or fairness. Every individual to whom this Policy is applicable must maintain the highest standards of honesty and integrity and must refrain from any use whatsoever of his or her position at the University, or the information, privileges, or influence such position may provide, when such use is motivated by, or gives the appearance that it is motivated by, the desire for private gain or advantage for the Covered Individual, or for other persons, institutions, or corporations with which he or she has family, professional, business, or financial connections.

ORSP Confidentiality Policy - Effective January 1, 2014

The Office of Research and Sponsored Programs (ORSP) serves as the steward of internal and external grant proposals.  Proposals may include proprietary or patentable information, which if disseminated may compromise the competiveness of the principal investigator (PI). It is the policy of the Office of Research and Sponsored Programs that unfunded (internal and external) proposal documents will not be made available without written consent from the principal investigator.  Successfully funded internal and external proposals become public and may be disseminated without consent as dictated by the sponsor and in accordance with the Freedom of Information Act (FOIA).

ORSP Principal Investigator Policy - Effective January 1, 2014

The Principal Investigator (PI) is fiscally and programmatically responsible for the successful completion of funded research projects or sponsored programs.  Where not specifically stated by the sponsor in the program announcement, it is the policy of Lehman College Office of Research and Sponsored Programs that the PI be a tenure or tenure-track professor with academic credentials indicative of that rank (Ph.D.) or an administrative officer with the title of Director or above.  Exemptions to this policy will be reviewed on a case by case basis and approved by the Provost.

ORSP Facilities and Administrative Cost Application Policy - Effective January 1, 2014

Facilities and Administrative (F&A) costs, also known as indirect costs or overhead, is defined as real costs related to sponsored projects that are not easily attributable to individual projects, such as maintenance, security, heating, cooling, lighting, space, disposal of hazardous waste, secretarial support, the library, and cost of compliance with government regulations. Effective July 1, 2011, Lehman College’s federally –negotiated rate agreement as determined by our cognizant federal agency, The Department of Health and Human Services, is 63% salaries and wages, including fringe benefits, for all on-campus programs and 24.6% salaries and wages, including fringe benefits, for all off-campus programs. Deviation from Lehman’s rate agreement is considered cost sharing, which is prohibited by most federal funding agencies, The City University of New York, and Lehman College.

ORSP Proposal Submission Policy -Effective January 1, 2014

The Director of the Office of Research and Sponsored Programs (ORSP) is designated by the President to approve proposals committing the institution and its resources to funded research and sponsored programs. All internal and external proposal submissions must be routed through Cayuse, Lehman’s internal grant submission portal, and approved by the Chair, Dean, Director of Responsible Research Practices, and Director of Research and Sponsored Programs prior to submission to the sponsor. It is the policy of the Office of Research and Sponsored Programs that all internal and external grant proposal submissions, regardless of the submission method, be submitted by the Director of ORSP or his or her designee.
